INTRODUCTION

I am pleased to welcome you to the press briefing of the Ministry of Establishments, Training and Pensions in commemoration of the 3rd anniversary of the inauguration of His Excellency, Mr. Akinwunmi Ambode, as Governor of Lagos State.

This press briefing is in keeping with the laudable policies of transparency and accountability which have now defined the administration of His Excellency, Mr. Akinwunmi Ambode. Indeed Atifete Jahjaga, the former President of Kosovo, was right when she observed that, “Democracy must be built through open societies that share information. When there is information, there is enlightenment. When there is debate, there are solutions. When there is no sharing of power, no rule of law, no accountability, there is . . . indignation.”

The core values of the Ministry of Establishments, Training and Pensions (MET&P) are Hard work, Team Spirit, Loyalty and Dedication, along with a vision “To be an Agency for the development of a result oriented public Service in Lagos State with effective pensions Administration” and on a Mission “ To develop a virile workforce with satisfying Post Service life through the sustenance of ethical values and effective career and pensions management.”

The Ministry has embraced the Service Charter Policy of the Lagos State Government by renewing the emphasis on its commitments toward excellent service delivery, through the systematic approach to governance, development of effective, efficient and proactive management skills, sustenance of harmonious labour/industrial relations, with well trained staff committed to providing customers with needed and relevant information while maximising customer satisfaction through all professionally available channels.

As you will shortly see, the Ministry of Establishments, Training and Pensions has been driven by the commitment to His Excellency’s quest to make Lagos globally competitive in all sectors. The enviable position that Lagos State has attained today has been driven by the vision of making Lagos, Africa’s Model Mega City operating as a global economic hub that is safe, secure, functional and productive.

Thus, I am delighted to address this press conference on the strides being made by the Ministry of Establishments, Training and Pensions as a co-operating and complimentary Ministry in the exceptional private sector and government- enabled innovations springing across all facets of governance and society in Lagos State.

One of the notable services embarked on this year relates to extensive capacity building and manpower training. We secured His Excellency’s authorisation to pursue and implement a set of ‘Outside-the-box’ initiatives that will exponentially expand the execution of the mandate of the Ministry of Establishments, Training and Pensions (MET&P) in the area of manpower training while preserving scarce government resources.

In addition to the initiatives already approved for the Ministry in 2018, these proposed initiatives will herald a novel set of manpower initiatives that will make the target officers of the civil service better suited to meet the modern, evolving and digital-era dynamic expectations of citizens from the government.

The initiatives are as follows:

(a) Public Engagement trainings;

(b) Public Interests Engagement Forums;

(c) Sector-Specific Specialised Trainings;

(d) Life Skills Acquisition Programmes; and

(e) Exchange Programmes.

Public Engagement Trainings

The first of these initiatives are public Engagement Trainings. This programme will seek private sector funding to train public-facing officers on the modern, person-to-person and digital-age public engagement skills.

Public Interest Engagement Forum

This is second set of the initiatives and is conceived as a private sector-funded industry engagement of government agencies operating in symposia and round table interactions.

Sector-Specific Specialized Trainings

This third set of the initiatives will be private institutions-branded collaborations that will train selected officers in industry-specific programmes that officers will find useful for understanding the sectors they regulate.

Life Skills Acquisition Programmes

This fourth set of the initiative is targeted at officers close to retirement. This will seek to persuade private sector entitles to fund corporate social responsibility projects that train targeted civil servants to acquire life and entrepreneurial skills in preparation for post-service life.

Exchange Programmes

This fifth set of the initiatives consists of collaborations with Federal Government, other States, and International institutions to enable officers interact and learn evolving methods of administration, problem solving, work ethics and leadership styles that have direct and demonstrable benefits for the citizens.

The Structure of the Ministry of Establishments, Training and Pensions (MET&P)

The Ministry of Establishments, Training and Pensions comprises two Offices and two Parastatals, namely:

i. Office of Establishments and Training (OE&T);
ii. Civil Service Pensions Office (CSPO);
iii. Public Service Staff Development Centre (PSSDC) and;
iiii. Lagos State Pensions Commission (LASPEC).
The Ministry is headed by the Honourable Commissioner, Ministry of Establishments, Training and Pensions (HC, MET&P), the offices have Permanent Secretaries as Administrative Heads, while the parastatals are headed by Director Generals.

As it is customary, the Ministry wishes to use this medium to intimate you on how it has fared so far in the execution of its mandates.

Office of Establishments & Training

With a vision to be the leading government agency reputable for the development of a result-oriented Public Service and mission to provide an effective human resource management platform to achieve a virile Public Service, the Office of Establishments and Training in the Ministry of Establishments, Training and Pensions (MET&P) is, no doubt, one which can boast of success and benchmark achievements as a result of its commitment towards human capital development, management consultancy, career management and maintenance of harmonious industrial climate.

This Office is administratively divided into the following five Departments and five Units:

Departments:

I. Establishments Department;
II. Industrial Relations Department;
III. Training Department;
IIII. Administration and Human Resources Department; and
V. Accounts Department
Units:

I. Planning Research and Statistics Unit;
II. Public Affairs Unit;
III. Audit Unit;
IIII. Procurement Unit; and
V. Information Communication Technology Unit.

TRAINING DEPARTMENT

The Training Department, OE&T has the mandate to develop a highly skilled workforce for optimal performance and excellent Service delivery. It has the responsibility of ensuring that the workforce is adequately trained, exposed to global best practices and educated on the new trends and developments in their various fields of endeavour through Training Programmes and attendance of Workshops and Conferences. The essence is not only for self-development but for the skills and knowledge acquired to be deployed on the job for outstanding and impactful service delivery to the teeming populace of Lagos State.

The Training Programmes developed for 2018 cut across all cadres of the State Civil Service and comprise the following broad categories:

(a) Local Workshops/Conferences and Seminars;
(b) In-Plant and Tailor-made Workshops; and
(c) International Workshops/Seminars and Conferences
Below are some of the pictures taken at these trainings:

NOTABLE ACHIEVEMENTS (MAY 2017- MARCH 2018)

• 3,520 officers attended 35 In-plant Training Programmes Service-wide.
• 9 top Government Officials were sponsored for International Training programmes.
• 30 officers were also sponsored to local workshops/Seminars during the period under review.
• Mounted Bespoke Workshop for 100 Directors (GL. 15-17) in conjunction with the Local Government Service Commission at Golden Tulip Hotel
• 50 Directors were nominated from relevant MDAs to the World Data Privacy Day Seminar which was pro-bono.

OUTSIDE-THE-BOX INITIATIVES.

It is gratifying to note that the Ministry of Establishments, Training & Pensions was able to obtain His Excellency’s approval on need to shore-up the available resources towards Capacity Building of the Civil Service through a set of “outside–the–box” initiatives.

The “outside–the–box” initiatives are meant to exponentially expand the execution of the mandates of the Ministry of Establishments, Training & Pensions in the areas of manpower training, while preserving scarce Government resources. It is a private sector-funded industry engagement of government agencies operating in symposia and round table interactions towards aiding the appreciation of government policies and procedures by the private sectors.

Its intention is to herald a novel set of initiatives towards making the civil service better suited to meet the modern, evolving and digital era dynamic expectations of highly enlightened and demanding populace. Such programmes as Public Engagement, Public interests Engagement Forums, Sector-Specific Specialized Trainings, Life Skills Acquisition Programmes, Exchange Programmes, etc will be rigorously pursued.

ESTABLISHMENTS DIRECTORATE

The basic responsibility of this Directorate is to ensure compliance with extant rules and provisions in addition to policy formulation and implementation in conjunction with the Office of the Head of Service and other core Establishment Agencies. Within the period under review, the Directorate carried out the following activities:

1 Attended to 156 Personnel Management Board (PMB) issues such as Appointment, Promotion & Disciplinary Committee (AP&DC) meetings on Establishment matters, Promotions, Discipline, Exit, Conversion, Advancement, etc were attended to by officers in the Directorate at Ministries, Departments and Agencies as well as Parastatal Organizations at various locations in the 5 Divisions of the State;
2 2458 mails were received on requests for advisory services on career progression, pension payments, recruitments, salary structures and on other Establishment issues. They were all responded to in conjunction with relevant stakeholders.
3 15 meetings on policy formulation were attended by the officers of the Directorate.
4 5 meetings of the Core Establishment Agencies were held. The Core Establishment agencies include: the Office of Establishments and Training, Civil Service Commission, Office of Transformation, Creativity and Innovation, Public Service Office, Lagos State Pension Commission, Local Government Service Commission, Local Government Establishment and the State Universal Basic Education Board.

5 The Y2018 Bilateral Personnel Budget discussion commenced in the month of June, 2017 and it was concluded in September, 2017.The Approved Y2017 Personnel Budget signed by His Excellency is stated below:

i. Personnel Cost (Basic Salary & Allowance):​ 79,210,871,957.93
ii. Personnel Cost (consolidated): 2, 0643,477,677.00
iii. Contingency:​699,415,846.89

6 Newly employed Officers were led on familiarisation tour of the Directorate and were tutored on Public Service Rules, the Schemes of Service and its application. Also, they were tutored on issues such as Severance Allowance, functions of the National Council on Establishment, the process and preparation of the State Personnel Budget and Registry Procedures.

7 The Structured Training Programme (STP) organized to replace the written examination was supervised service-wide by officers of the Directorate.
8 The Oracle Human Resource Unit of the Directorate uploaded 531 Newly Recruited Officers’ data and 751 existing Officers’ service documents were updated on the Oracle Database.
9 The Central Record Unit (CRU) of this Directorate received a total number of 3035 mails, in which 93 bothered on Change of Name and Change of Next of Kin, 1316 Establishments Files were opened, 1260 Assumption of Duty Certificates and Promotion Letters were sent to the Cabinet Office for Gazetting, 44 files of retired Officers were sent to Civil Service Pension Office and 322 Files of retiring Officers were also forwarded to LASPEC for further processing of terminal benefits.
10 The Department, led by the Permanent Secretary, attended the meeting of the National Council of Establishments (Technical Standing Committee) held in Abuja in September, 2017 and another one in Owerri, Imo State in February, 2018 where issues of staff welfare, Scheme of Service, creation and ratification of Cadre and other related matters were discussed.
11 Establishment Clinic was held during the year where Establishment matters are analysed and scrutinised, Extant provision applicability discussed, and treatment of Establishment issues by Officers. The Clinic serves as a learning place for Officers in the Department.
12 Advisory service was rendered to Lagos Polytechnics on CONTISS 15 migration;
13 Lagos Neighbourhood Safety Corps were advised on how to handle their Human Resource Portal, Designation and Recruitment Process in line with extant rules;
14 The Directorate also had a meeting with the management of Lagos Agricultural Development Authority and Lagos Agricultural Input Supply Authority on migration to the Oracle Payroll as well as request for bail-out from LASPEC;
15 Public Utility Monitoring and Assurance Unit (PUMAU) had a meeting and this Office was well represented;
16 The issue of advancement of LASUTH Resident Doctors was discussed and has been finalised.
17 During the period under review, the department Convoked the Centralized Personnel Management Board(CPMB) to consider 2,407 requests for Further Studies, the report has been written duly signed by the attendees and forwarded to the Civil Service Commission for ratification.
18 Letters of Admission of 131 Officers for Federal Training Centre (FTC) for 2017 session were received and necessary action for funding has been rekindled for HE’s approval.
19 A draft of the Learning and Development Policy of Lagos State was developed in conjuction with Public Service Staff Development Centre (PSSDC) and has been submitted to the Head of Service for further necessary action.
20 In January, 2018, a Service wide circular was issued to all MDAs on Structured Training Programme for year 2018, this is to enable them access their Training and Conference funds and some MDAs have been responding accordingly.
21 Received and appraised 350 proposals from Training Consultants for HE’s approval.
22 Attended 37 Personnel Management Board (PMB) meetings in various MDAs to consider request for further studies.
23 During the period under review, the department convoked the Centralized Personnel Management Board (CPMB) to consider 2,407 requests for further studies, the report has been written duly signed by the attendees, and forwarded to the Civil Service Commission for ratification.

INDUSTRIAL RELATIONS DEPARTMENT

The Ministry of Establishments, Training and Pensions amongst other duties is saddled with the responsibility of maintaining industrial peace within the Public Service.

The Industrial Relations Department in Office of Establishments and Training’s main obligation is to support the Government and its work force in creating a safe, conflict-free and productive workplace by providing strategic and expert advice and counsel on industrial relations.

ACTIVITIES OF THE DEPARTMENT.

I.​May Day Celebration: This is also called Workers’ Day, it is celebrated on 1st May of every year. The Department co-ordinated the celebration of the day in collaboration with the Nigeria Labour Congress (NLC) and Trade Union Congress (TUC) who are the major stakeholders.

II. ​The Lagos State Joint Public Service Negotiating Council (JNC): This is a statutory meeting between the Government and the Unions in the State Public Service and holds twice in a year. The meeting provides a forum for interaction between the Government Officials and all the Industrial Unions operating in the State Public Service to address and decide for implementation, issues pertaining to the welfare of the staff as well as to promote industrial harmony in the service.

The seventeen (17) Unions in the State Public Service which formed the National Joint Negotiating Council (JNC) are:

i. Amalgamated Union of Public Corporations, Civil Service Technical and Recreational Services Employees (AUPCTRE).
ii. Agriculture and Allied Employees Union of Nigeria (AAEUN).
iii. Non – Academic Staff Union of Education (NASU).
iiii. Nigeria Civil Service Union (NCSU).
v. Nigeria Union of Teachers (NUT).
vi. Medical and Health Workers’ Union of Nigeria (M&HWUN).
vii. National Association of Nigeria Nurses and Midwives (NANNM).
viii. Association of Senior Civil Servants of Nigeria (ASCSN).
ix. Judiciary Staff Union of Nigeria (JUSUN).
x. Parliamentary Staff Association of Nigeria (PASSAN)
xi. Nigeria Union of Allied Health Professionals (NUAHP)
xii. Nigeria Union of Journalists (NUJ)
xiii. Nigeria Union of Public Service Reportorial, Secretarial, Data Processors and Allied Workers (NUPSRAW)
xiiii. National Union of Printing, Publishing and Paper Product Workers (NUPPROW)
xv. Radio Television and Theatre Workers Union (RATTAWU)
xvi. Senior Staff Association of Communications Transport and Corporations (SSACTAC)
xvii. Nigeria Union of Local Government Employees (NULGE).

III.​There are three (3) Unions in each of the State tertiary institutions which formed Joint Action Committee (JAC). The essence of the Committee is to deliberate and take decision on matters that affect the welfare of members of these 3 unions. The Academic Staff Union is to unionize the academic staff, Senior Staff Union to unionize the senior staff in non-academic, while NASU unionizes the junior non-academic staff.

The three Unions that exist in each of the State-owned higher institutions are:-

(a)​Lagos State University, Ojo

​i​Academic Staff Union of University (ASUU)

​ii​Senior Staff Union of Nigeria University (SSANU)

iii​Non-Academic Staff Union of Education and Associated Institutions (NASU).

(b)​Lagos State Polytechnic, Isolo
​i.​Academic Staff Union of Polytechnic (ASUP)

​ii​Senior Staff Union of Nigeria Polytechnics (SSUNP)

iii​Non-Academic Staff Union of Education and Associated Institutions (NASU).

(c)​Adeniran Ogunsanya College of Education, Ijanikin & Michael Otedola College of Primary Education, Noforija, Epe.

i.​ Colleges of Education Academic Staff Union (COEASU)

ii​Senior Staff Union of Colleges of Education (SSUCOEN)

iii​Non-Academic Staff Union of Education and Associated Institutions (NASU).

IV.​The National Industrial Safety Council of Nigeria (NISCN): The Department represents the State at these tripartite meetings. The meeting consists of representatives of the Federal and State Governments, Nigeria Employers Consultative Association (NECA) and the Nigeria Labour Congress. The main objective of the National Industrial Safety Council of Nigeria is to promote Safety and Health in all industrial establishments. The Council creates awareness on prevention of industrial hazards and accidents by advancing actions on occupational safety, health, welfare and protection of the environment.

V.​The Department also attends the council meeting of the National Labour Advisory Council (NLAC) which comes up in the first quarter of the year with the Federal Ministry of Labour and Employment. NLAC was established by the Federal Government to provide for consultation and cooperation between the government and the organizations of workers and employees on matters relating to social and labour policies and international labour standards. The NLAC is expected to deal on matters such as:

(a) Establishments and functioning of the national bodies;
(b) Formulation and implementation of laws and regulations affecting the interest of workers and employers; and
(c) Consideration of matters concerning replies to the International Labour Organisation on ratification and implementation of labour standards.
VI.​The Department attends the Joint National Public Service Negotiating Council (NPSNC). The meeting gives forum of choice for co-development, consultation and information sharing between the government as employer and Public Service bargaining agents. On the Government side are the Permanent Secretary (Career Management Office) Office of Head of Service of the Federation as Chairman of the Council and Permanent Secretaries of State Ministry of Establishments, while that of the Public Service bargaining are Federal and State JNC Chairmen and Secretaries. The essence of the meeting is for the parties to work together to resolve problems and establish terms of employments that apply across the Public Service. The NPSNC is subdivided into three (3) Councils

Council I: this consists of the Federal and State Governments on one side while the only union in the Council I is the Association of Senior Civil Servants of Nigeria (ASCSN) whose members are drawn from grade level 07 – 17 at the Federal and States Civil Services.

Council II: ​this council consists of Federal and State Governments and on the union’s side are two unions namely, Nigerian Civil Service Union (NCSU) and Nigeria Union of Public Service Reportorial, Secretarial, Data Processors and Allied Workers (NUPSRAW). Employees covered by this council are drawn from the clerical, secretarial, executive and non-industrial cadres usually on grade levels 01-06.

Council III:​is made up of Federal and State Governments while the unions in Council III are:

• Amalgamated Union of Public Corporations, Civil Service Technical and Recreational Services Employees (AUPCTRE).
• National Union of Printing, Publishing and Paper Product Workers (NUPPROW)
• National Association of Nigerian Nurses and Midwives (NANNM)
• Medical and Health Workers’ Union of Nigeria (M&HWUN)
• Customs Excise and Immigration Staff Union

VI.​The Department facilitates the quarterly interactive sessions instituted by His Excellency to engage with the members of Lagos State Public Service Joint Negotiating Council (JNC) with the objective to bridge communication gap in order to forestall any face-off between the workforce and the State Government.

VII.​The Department pays regular visit to Union within the State Public Service. The Objective of the visitation is to create rapport and assist in building confidence of the union leaders in Officers responsible for industrial relations in the State with the aim objective of sustaining industrial peace in the State Public Service.

IX.​The Department organized retreats for the Union leaders with the objective of bringing them together to advance mutual understanding towards the attainment of industrial harmony and resolving grievances before it leads to conflict.
X.​In the same vein, the department facilitates sponsorship of the Union leaders to international workshops to broaden their experiences and acquaint them with new trends on labour matters.

XI.​The Department treats various correspondences that relate to Union matters.

ACHIEVEMENTS OF THE DEPARTMENT DURING THE PERIOD UNDER REVIEW

1. THE QUARTERLY INTERACTIVE SESSIONS WITH HIS EXCELLENCY, GOVERNOR AKINWUNMI AMBODE
So far, from the inception of the initiation of His Excellency’s Interactive Session with the leadership of the Unions in the Lagos State Public Service Joint Negotiating Council (JNC), His Excellency has held Twelve (12) Interactive Sessions with the leadership of the unions. Some of the issues that were successfully resolved include:

i. Replacement of promotion examination with structural trainings;
ii. Health Insurance scheme contribution Ratio of 25: 75 by the employees and Government respectively.
iii. Provision of 12 utility vehicles to 12 unions in JNC.
iiii. Annual Retreat for the union leaders.
v. First batch of international training for the union leaders.
vi. Allocation/conversion of part of the Public Service Plaza under construction as office space for JNC.

2. ORGANIZATION OF RETREAT FOR THE LEADERSHIP OF THE LAGOS STATE JOINT NEGOTIATING COUNCIL:
The Department successfully organized a retreat for the leadership of all the Unions under the Lagos State Public Service Joint Negotiating Council in the State Public Service in 2017 between 22nd and 23rd December, 2017 at Noforija, Epe.

3. ATTENDANCE AT THE NATIONAL PUBLIC SERVICE NEGOTIATING COUNCIL:
The Department represents the Office of Establishments and Training at the National Public Service Negotiating Council (Separate & Joint Councils) at Uyo, Akwa-Ibom State and Yenogoa, Bayelsa State respectively.

This annual meeting is a critical collective bargaining instrument employed by the Government and the Organized Labour Unions in the Public Service to exchange ideas on how best to address issues bordering on the welfare and conditions of service of Public Servants with the aim of increasing productivity and fostering industrial peace.

4. PROVISION OF VEHICLES TO THE UNIONS IN THE STATE:
As a follow-up of the promise of His Excellency to provide vehicles to the leadership of Unions in the State, the department through the Office of Head of Service aided the provision of twelve (12) High Roof Toyota Hiace vehicles to twelve (12) Unions out of the seventeen (17) Unions under the leadership of Lagos State Public Joint Negotiation Council (JNC). However, provision has been made in the year 2018 annual budget for the purchase of the remaining five (5) vehicles.

5. INTERNATIONAL TRAINING FOR THE UNION LEADERS:
His Excellency graciously gave approval to some Union Leadership of Joint Negotiating Council and Officials of the Ministry to attend an International Training in December, 2017.

6. HEALTH INSURANCE SCHEME:
His Excellency has graciously approved the request of Joint Negotiating Council (JNC) on the contributory ratio of 25: 75 as against 40:60 earlier proposed by the Government. With this approval, the workers will contribute 25% towards the scheme while 75% will be borne by the State Government.

LAGOS STATE PENSION COMMISSION

Activity Report in the last One year (May 2017 – March 2018)

The Lagos State Pension Commission (LASPEC) according to section 23 of the Lagos State Pension Reform Law of 19th March, 2007 is to regulate, supervise and ensure the effective administration of pension matters in the Lagos State Public Service. The Law, which is fashioned after the Federal Law (PRA, 2004 now amended), came into effect in April of the same year and the legal and regulatory framework for the operations of the Contributory Pension Scheme (CPS) in the Lagos State Public Service.
The activity of the Commission by virtue of The Law includes ensuring:

1. That Accrued pension rights are remitted into the Retirement Savings Accounts of retirees to enable them commence receipt of regular pension and lump sum. Accrued Pension Rights are the obligations of the State to the employees under the discontinued Pay As You Go pension scheme. In essence, only employees in service as at the discontinuance date of 31st March, 2007 are entitled to the benefit.
2. Contributions are remitted regularly and promptly into the Retirement Savings Account of employees.
3. Pension Fund Administrators approved by the State render qualitative service to customers.
4. Annuity Service providers discharge their obligations to retired staff
5. There is compliance with Pension provisions by MDAs in the whole of Lagos State Public Service
6. Staff are updated on issues as it relates to the Contributory Pension Scheme.
7. Data on retirees in the State Public Service are available.
8. Staff are adequately trained on Pre-retirement documentation process and management of life out of office.

Achievements in the last one year:
(A): Pension Deduction & Remittance into RSA in the last one year

There have been regular deductions of 7.5% of monthly basic salary, rent and housing allowances from the salaries of staff and corresponding 7.5% by the State Government into the Retirement Savings Accounts maintained by them with their appointed PFAs. This has been achieved due to automation of the Payroll which automatically ensures deductions/remittances of pension contributions. From May, 2017 to date – contributions by employee and that of the employer credited into Retirement Savings Accounts was N9,562,897,973.60. The Oracle application is regularly upgraded as indicated, for example, in the recent addition of the Additional Voluntary Contribution deduction field on the Oracle application.

(B): Continued Significant Reduction in Outstanding Backlog of Terminal Entitlements of Retired Public Servants.

The terminal entitlements of retirees paid by the Lagos State Government through LASPEC into the RSA of 2,466 Public retirees within the last one year, i.e. May 2017 to March 2018 was fN9,296,710,235bn billion.

From August, 2015 to date, the sum of N35.92 billion had been paid into the RSA of 8,731 retirees/ deceased/withdrawn staff.

(C): Consistency in Payment of Pension:

This Administration commenced and has been able to maintain the trend of paying terminal entitlements of retired employees monthly since it started in August, 2015.

(D): Payment of Death Benefit:

During the period under review, 80 beneficiaries of deceased employees had been paid the total sum of N220,700,741.76 million. The State Government in the last 31 months has through the Commission paid to 130 named beneficiaries, Insurance benefit worth the sum of N392,045,091.95 million. The insured death is by Law to be paid to named beneficiaries to alleviate the immediate needs of the family members of a deceased person. The Estate of a deceased staff is also entitled to receive the balance in the Retirement Savings Account and accrued rights due, if the employee had joined service before the commencement of the Contributory Pension Scheme (CPS).

(E): Education & Information Dissemination

i: Retirement Benefit Documentation Seminar:

LASPEC had organised the 12th & 13thRetirement Benefit Documentation Seminar in collaboration with the State’s approved Pension Fund Administrators and Annuity Service Providers for workers who would retire from the Service between July to December, 2017 and January to June, 2018 respectively. The main objective of the Seminar is to educate prospective retirees on steps they need to take to facilitate the quick processing of their terminal entitlements.

ii: A One-Day Seminar:

Also, Update on the Contributory Pension Scheme was organised in collaboration with National Pension Commission (PENCOM). The objective of the Seminar was to update the participants on some innovations in the Industry, such as the Multi-Fund Structure, Enhanced Pension & Harmonization of Pension Benefits under the CPS and deliberate on Compliance Challenges by Agencies and Way forward.

(F): Introduction of Additional Pension Fund Administrators and Annuity Service Provider:

Three PFAs were added in the last one year: Sigma Pensions Limited, FUG Pension Limited and Legacy Pension Managers. The Annuity Service Provider is the Custodian Life Assurance Limited. The total number of PFAs is now 13, while Annuity Service Providers are6.

(G): Continuous sensitization of retirees on the activity of scammers:

The Commission has not stopped the sensitization of retirees on the activities of Pension fraudsters. Despite the fact that one or two cases of these fraudulent activities are reported, this menace has reduced drastically.

(H): Innovation introduced in the year

Automation of Pension Process – Automation of salary progression in order to improve on accrued right valuation turnaround time and error elimination in the final calculated figure of retiree benefits.

CIVIL SERVICE PENSIONS OFFICE

1. INTRODUCTION

The primary responsibility of the Civil Service Pensions Office is to manage the terminal benefits (gratuity and pension) of staff members who retired under the old pension scheme popularly known as “Pay As You Go”.

2. MINISTERIAL MANDATE

The Core responsibilities of the Civil Service Pensions Office, (CSPO) include, but not limited to:
➢ Formulating and evaluating policies relating to Pensions Service.

➢ Processing the terminal benefits of Staff who exit the system by way of statutory or voluntary retirement on the “pay as you go” Scheme.
➢ Processing payments of pensions and gratuities for pensioners under the old scheme.
➢ Maintaining comprehensive and up-to-date personnel records for Pensioners on the “pay as you go” scheme.
➢ Co-ordinating Civil Service Pension Schemes/Funds.
➢ Conducting Verification Exercise for Pensioners on the “pay as you go” Scheme.
➢ Offering Pension Consultancy to other Government Agencies.
➢ Monitoring the reimbursement of claims from Federal Government for Lagos State Civil Service Pensioners with federal share under the “pay as you go” scheme in conjunction with the Office of the Head of Service.
➢ Sustaining the relationship with Lagos State Pensions Commission.
➢ Sustaining the relationship with Lagos State Residents’ Registration Agency, LASRRA.
➢ Organising Pre-retirement capacity building workshops for retiring Officers.
➢ Appreciating Pensioners at an elaborate Pensioners/Elders Day Celebrations in the fourth quarter of every year i.e., between September and December.

The Civil Service Pensions Office (CSPO) is saddled with the responsibility of ensuring that Pensioners of Lagos State on the “Pay as you Go” Scheme are paid their entitlements as and when due.

➢ The office participated in the Verification Exercise (“I am Alive”) for Federal Public Service Pensioners in Lagos State carried out by Pension Transitional Arrangement Department, (PTAD). The involvement of the Civil Service Pensions Office was to facilitate and ensure that Lagos State Pensioners with Federal Shares were paid their backlog of gratuities and pensions.
4. ON-GOING PROJECTS & TARGETS BEFORE THE END OF THE YEAR

The CSPO undertakes the following programmes on a quarterly basis:
1st & 2nd Quarters
Verification Exercise (“I am Alive”) for all Pensioners.
This includes Home Verification Exercise for the physically/medically incapacitated pensioners. The exercise will enable the Office to update its data of pensioners who are still alive.
3rd Quarter
– Distribution of Welfare Packages to Pensioners aged 70 years and above. About 8,000 Pensioners shall benefit from this humane gesture of the State Government.
– Pre-Retirement Training Workshop for prospective retirees in Year 2018 to prepare them for post-service life., i.e. life in retirement which includes entrepreneurship training, how to access their Retirement Savings Accounts and the process of disengagement from the service.

4th Quarter
– PENSIONERS/ELDERS’ DAY CELEBRATION
– This event provides an opportunity for the State Government to interact closely and to cater for the well-being of the Senior Citizens who had spent their youth in the service of the State. The programme is usually slated for the third week of December.

PUBLIC SERVICE STAFF DEVELOPMENT CENTRE, (PSSDC) MAGODO

1.0 INTRODUCTION:
Public Service Staff Development Centre, (PSSDC) Magodo is the specialised capacity building/development institution of Lagos State Government envisioned “To be the leading Public Service capacity building institution in Africa with a world-class reputation”. The Centre’s Mission is “To provide human capacity solutions through learning and development initiatives to public service stakeholders using technology-driven resources”.
In line with this mandate and with tremendous support of the State Government, the Centre continued to impact the Public Service positively through the design and implementation of value-adding Learning and Development programmes in the last one year i.e. April, 2017 to March, 2018.
This report details the activities and achievements of the Lagos State Public Service Staff Development Centre (PSSDC) Magodo in the last One Year: April, 2017 to March, 2018.
2.0​DIRECTOR-GENERAL’S OFFICE
The Office of the Director-General discharged its strategic leadership and led the day-to-day administration of the Centre during the period under review. Among others, the Office of the Director-General:
• provided overall leadership and strategic direction to the Centre by ensuring achievement of mandate and Strategic Institutional Objectives (SIOs);
• sustained the transformation programme aimed at ensuring development of the Centre into a self-sustaining organization, and meeting the capacity building needs of Lagos State;
• ensured the alignment of PSSDC’s vision and mission with that of Lagos State and their translation into resource and delivery plans throughout the organization;
• extensively engaged with internal and external stakeholders to promote the Centre; and
• explored strategic partnerships with local and international best of breed partners, in the design and implementation of value-adding capacity building solutions.

In furtherance of the key responsibilities above, the following activities were also carried out by the Director-General’s Office during the period under review:
(i) Stakeholder/Client Engagements
The Office of the Director-General led the Centre’s clients and stakeholders engagement activities which led to the various achievements of the Centre at all its Strategic Business Units. It is also instructive to note that the stakeholders’ engagement of the Centre continued to open various opportunities and business links for the Centre particularly through the use of facilities for intellectual events.
(ii) Internal Communication
In the understanding that collective commitment, joint decision making and focus are critical to the achievement of the Centre’s vision and mandate, the Director-General led staff at management and other staff fora during the period under review.

Decisions at these Management meetings were cascaded down to the entire staff of the Centre through Directorates and Unit meetings and also through several other internal communication tools like the PSSDC Newsflash, internal memoranda, bulk SMS messaging and staff fora. These have helped to create and sustain understanding between management and staff.
2.1​Corporate Communications Unit
The Corporate Communications Unit under the Director-General’s office provided strategic communications support for the Centre’s programmes, anchored by the Directorates of Programmes and Technical Services. The Unit drafted and edited speeches for all programmes including Consultancy Services programmes with the aim of ensuring that they conformed to best practices and projected the image of the Centre positively.
Internal Communications
The Unit promoted management-staff understanding through timely and regular dissemination of information through the Centre’s official channels – bulk messaging, internal memorandum, the internet, the Centre’s website and the weekly PSSDC NEWSFLASH.
External Communications
The Unit also managed the Centre’s Facebook page during the period under review, updating the site to provide current information and archive materials on the Centre for the public at large. The Facebook site has enhanced the PSSDC brand with attendant improved recognition of the Centre and engagement by critical stakeholders.
2.2​Business Support Unit
During the period under review, the Unit was responsible for inviting participants for training; registering participants; preparing training rooms and training facilities; providing training materials; and arranging tea/coffee, snacks and lunch for participants.
Additionally, the Unit also coordinated the use of Centre’s training facilities by clients during the period under review. These facilities were made available to State Ministries, Departments and Agencies (MDAs), the Law Enforcement Institute and private organizations.

2.3​Internal Control Unit
During the period under review, the Internal Control Unit ensured that vouchers prepared and other financial transactions of the Centre complied with financial regulations and standards.
2.4 Core-Establishment Agencies Meeting
​The Ag. Director-General led a team comprising Director (MCS) and Deputy Director (CS) to series of meetings of the Core-Establishment at the Civil Service Commission in July, 2017 where a “Training Feedback” instrument was designed for the purpose of collecting feedback from candidates who participated in the Structured Training Programme for the Year 2017 Promotion Exercise among other issues considered.

2.5​Drafting of MOU for Partnership between PSSDC and ACGPN
​As part of efforts to establish collaboration in Learning, Capacity Building and Management Development programmes with the Association of Corporate Governance Professionals of Nigeria (ACGPN), an MOU was drafted and is being reviewed before endorsement by appropriate authorities.
3.0​LEARNING AND DEVELOPMENT /PROGRAMMES
3.1​The Learning and Development activities of the Centre were anchored by the Directorates of Programmes and Technical Services respectively. The Directorate of Programmes ensured the delivery of highly impactful programmes while the Directorate of Technical Services took charge of quality control and content management.

4.2​Expression of Interest for Consultancy Services
​The Centre through the Directorate submitted an Expression of Interest for a Consultancy Training assignment advertised by the Anambra State Government Education Programme Investment Project (ANSEPIP).
​Expression of interest was also submitted for another consultancy assignment for Training/Workshop and Impact Assessment of Projects/Programmes advertised by the Office of the Special Assistant to the President on Sustainable Development Goals (OSSAP – SDGs).
4.3​Recruitment/Aptitude Tests for Job Applicants
​The Centre conducted a written Aptitude Test for 65 applicants on behalf of the Lagos State Audit Service Commission on Monday 21st August, 2017. The result and report of the exercise was submitted to the client on Thursday 25th August, 2017.
LOCAL GOVERNMENT DEPARTMENT
4.1​Year 2017 Certificate Course in Local Government Administration
​The Qualifying Examination into the Year 2017 Certificate Course in Local Government Administration (9 Months Duration) held on February 16, 2017. Ninety (90) candidates sat for the examination while eighty-seven (87) candidates were offered provisional admission. Of the 87 offered admission, 85 reported for the 2017 Academic Session which commenced on Monday, April 24, 2017.
As part of activities for the conduct of Year 2017 Certificate Course in Local Government Administration, participants attended the Citizenship and Leadership Training programme at The Sea School, Apapa from Monday 10th to Friday 14th July, 2017. The first semester examination held from Monday 7th to Friday 11th August, 2017. Candidates were assessed in 9 courses namely: English Language, Mathematics, Literature in English, Principles of Economics, Local Government Accounts, Introduction to Management, Introduction to Local Government Administration, General Studies and Introduction to Computer Studies. 84 (Eighty-four) candidates sat for the examination while a candidate was unable to sit on health ground. The four-week Industrial Attachment Programme also ran from August 14 to September 8, 2017. Participants resumed for the second semester on Monday, September 11, 2017.

INTRODUCTION

I am pleased to welcome you to the press briefing of the Ministry of Establishments, Training and Pensions in commemoration of the 3rd anniversary of the inauguration of His Excellency, Mr. Akinwunmi Ambode, as Governor of Lagos State.

This press briefing is in keeping with the laudable policies of transparency and accountability which have now defined the administration of His Excellency, Mr. Akinwunmi Ambode. Indeed Atifete Jahjaga, the former President of Kosovo, was right when she observed that, “Democracy must be built through open societies that share information. When there is information, there is enlightenment. When there is debate, there are solutions. When there is no sharing of power, no rule of law, no accountability, there is . . . indignation.”

The core values of the Ministry of Establishments, Training and Pensions (MET&P) are Hard work, Team Spirit, Loyalty and Dedication, along with a vision “To be an Agency for the development of a result oriented public Service in Lagos State with effective pensions Administration” and on a Mission “ To develop a virile workforce with satisfying Post Service life through the sustenance of ethical values and effective career and pensions management.”

The Ministry has embraced the Service Charter Policy of the Lagos State Government by renewing the emphasis on its commitments toward excellent service delivery, through the systematic approach to governance, development of effective, efficient and proactive management skills, sustenance of harmonious labour/industrial relations, with well trained staff committed to providing customers with needed and relevant information while maximising customer satisfaction through all professionally available channels.

As you will shortly see, the Ministry of Establishments, Training and Pensions has been driven by the commitment to His Excellency’s quest to make Lagos globally competitive in all sectors. The enviable position that Lagos State has attained today has been driven by the vision of making Lagos, Africa’s Model Mega City operating as a global economic hub that is safe, secure, functional and productive.

Thus, I am delighted to address this press conference on the strides being made by the Ministry of Establishments, Training and Pensions as a co-operating and complimentary Ministry in the exceptional private sector and government- enabled innovations springing across all facets of governance and society in Lagos State.

One of the notable services embarked on this year relates to extensive capacity building and manpower training. We secured His Excellency’s authorisation to pursue and implement a set of ‘Outside-the-box’ initiatives that will exponentially expand the execution of the mandate of the Ministry of Establishments, Training and Pensions (MET&P) in the area of manpower training while preserving scarce government resources.

In addition to the initiatives already approved for the Ministry in 2018, these proposed initiatives will herald a novel set of manpower initiatives that will make the target officers of the civil service better suited to meet the modern, evolving and digital-era dynamic expectations of citizens from the government.

The initiatives are as follows:

(a) Public Engagement trainings;

(b) Public Interests Engagement Forums;

(c) Sector-Specific Specialised Trainings;

(d) Life Skills Acquisition Programmes; and

(e) Exchange Programmes.

Public Engagement Trainings

The first of these initiatives are public Engagement Trainings. This programme will seek private sector funding to train public-facing officers on the modern, person-to-person and digital-age public engagement skills.

Public Interest Engagement Forum

This is second set of the initiatives and is conceived as a private sector-funded industry engagement of government agencies operating in symposia and round table interactions.

Sector-Specific Specialized Trainings

This third set of the initiatives will be private institutions-branded collaborations that will train selected officers in industry-specific programmes that officers will find useful for understanding the sectors they regulate.

Life Skills Acquisition Programmes

This fourth set of the initiative is targeted at officers close to retirement. This will seek to persuade private sector entitles to fund corporate social responsibility projects that train targeted civil servants to acquire life and entrepreneurial skills in preparation for post-service life.

Exchange Programmes

This fifth set of the initiatives consists of collaborations with Federal Government, other States, and International institutions to enable officers interact and learn evolving methods of administration, problem solving, work ethics and leadership styles that have direct and demonstrable benefits for the citizens.

The Structure of the Ministry of Establishments, Training and Pensions (MET&P)

The Ministry of Establishments, Training and Pensions comprises two Offices and two Parastatals, namely:

i. Office of Establishments and Training (OE&T);
ii. Civil Service Pensions Office (CSPO);
iii. Public Service Staff Development Centre (PSSDC) and;
iiii. Lagos State Pensions Commission (LASPEC).
The Ministry is headed by the Honourable Commissioner, Ministry of Establishments, Training and Pensions (HC, MET&P), the offices have Permanent Secretaries as Administrative Heads, while the parastatals are headed by Director Generals.

As it is customary, the Ministry wishes to use this medium to intimate you on how it has fared so far in the execution of its mandates.

Office of Establishments & Training

With a vision to be the leading government agency reputable for the development of a result-oriented Public Service and mission to provide an effective human resource management platform to achieve a virile Public Service, the Office of Establishments and Training in the Ministry of Establishments, Training and Pensions (MET&P) is, no doubt, one which can boast of success and benchmark achievements as a result of its commitment towards human capital development, management consultancy, career management and maintenance of harmonious industrial climate.

This Office is administratively divided into the following five Departments and five Units:

II. Industrial Relations Department;
III. Training Department;
IIII. Administration and Human Resources Department; and
V. Accounts Department

I. Planning Research and Statistics Unit;
II. Public Affairs Unit;
III. Audit Unit;

V. Information Communication Technology Unit.

TRAINING DEPARTMENT

The Training Department, OE&T has the mandate to develop a highly skilled workforce for optimal performance and excellent Service delivery. It has the responsibility of ensuring that the workforce is adequately trained, exposed to global best practices and educated on the new trends and developments in their various fields of endeavour through Training Programmes and attendance of Workshops and Conferences. The essence is not only for self-development but for the skills and knowledge acquired to be deployed on the job for outstanding and impactful service delivery to the teeming populace of Lagos State.

The Training Programmes developed for 2018 cut across all cadres of the State Civil Service and comprise the following broad categories:

(a) Local Workshops/Conferences and Seminars;
(b) In-Plant and Tailor-made Workshops; and
(c) International Workshops/Seminars and Conferences

NOTABLE ACHIEVEMENTS (MAY 2017- MARCH 2018)

• 3,520 officers attended 35 In-plant Training Programmes Service-wide.
• 9 top Government Officials were sponsored for International Training programmes.
• 30 officers were also sponsored to local workshops/Seminars during the period under review.
• Mounted Bespoke Workshop for 100 Directors (GL. 15-17) in conjunction with the Local Government Service Commission at Golden Tulip Hotel
• 50 Directors were nominated from relevant MDAs to the World Data Privacy Day Seminar which was pro-bono.

OUTSIDE-THE-BOX INITIATIVES.

It is gratifying to note that the Ministry of Establishments, Training & Pensions was able to obtain His Excellency’s approval on need to shore-up the available resources towards Capacity Building of the Civil Service through a set of “outside–the–box” initiatives.

The “outside–the–box” initiatives are meant to exponentially expand the execution of the mandates of the Ministry of Establishments, Training & Pensions in the areas of manpower training, while preserving scarce Government resources. It is a private sector-funded industry engagement of government agencies operating in symposia and round table interactions towards aiding the appreciation of government policies and procedures by the private sectors.

Its intention is to herald a novel set of initiatives towards making the civil service better suited to meet the modern, evolving and digital era dynamic expectations of highly enlightened and demanding populace. Such programmes as Public Engagement, Public interests Engagement Forums, Sector-Specific Specialized Trainings, Life Skills Acquisition Programmes, Exchange Programmes, etc will be rigorously pursued.

ESTABLISHMENTS DIRECTORATE

The basic responsibility of this Directorate is to ensure compliance with extant rules and provisions in addition to policy formulation and implementation in conjunction with the Office of the Head of Service and other core Establishment Agencies. Within the period under review, the Directorate carried out the following activities:

1 Attended to 156 Personnel Management Board (PMB) issues such as Appointment, Promotion & Disciplinary Committee (AP&DC) meetings on Establishment matters, Promotions, Discipline, Exit, Conversion, Advancement, etc were attended to by officers in the Directorate at Ministries, Departments and Agencies as well as Parastatal Organizations at various locations in the 5 Divisions of the State;
2 2458 mails were received on requests for advisory services on career progression, pension payments, recruitments, salary structures and on other Establishment issues. They were all responded to in conjunction with relevant stakeholders.
3 15 meetings on policy formulation were attended by the officers of the Directorate.
4 5 meetings of the Core Establishment Agencies were held. The Core Establishment agencies include: the Office of Establishments and Training, Civil Service Commission, Office of Transformation, Creativity and Innovation, Public Service Office, Lagos State Pension Commission, Local Government Service Commission, Local Government Establishment and the State Universal Basic Education Board.

5 The Y2018 Bilateral Personnel Budget discussion commenced in the month of June, 2017 and it was concluded in September, 2017.The Approved Y2017 Personnel Budget signed by His Excellency is stated below:

i. Personnel Cost (Basic Salary & Allowance):​ 79,210,871,957.93
ii. Personnel Cost (consolidated): 2, 0643,477,677.00
iii. Contingency:​699,415,846.89

6 Newly employed Officers were led on familiarisation tour of the Directorate and were tutored on Public Service Rules, the Schemes of Service and its application. Also, they were tutored on issues such as Severance Allowance, functions of the National Council on Establishment, the process and preparation of the State Personnel Budget and Registry Procedures.

7 The Structured Training Programme (STP) organized to replace the written examination was supervised service-wide by officers of the Directorate.
8 The Oracle Human Resource Unit of the Directorate uploaded 531 Newly Recruited Officers’ data and 751 existing Officers’ service documents were updated on the Oracle Database.
9 The Central Record Unit (CRU) of this Directorate received a total number of 3035 mails, in which 93 bothered on Change of Name and Change of Next of Kin, 1316 Establishments Files were opened, 1260 Assumption of Duty Certificates and Promotion Letters were sent to the Cabinet Office for Gazetting, 44 files of retired Officers were sent to Civil Service Pension Office and 322 Files of retiring Officers were also forwarded to LASPEC for further processing of terminal benefits.
10 The Department, led by the Permanent Secretary, attended the meeting of the National Council of Establishments (Technical Standing Committee) held in Abuja in September, 2017 and another one in Owerri, Imo State in February, 2018 where issues of staff welfare, Scheme of Service, creation and ratification of Cadre and other related matters were discussed.
11 Establishment Clinic was held during the year where Establishment matters are analysed and scrutinised, Extant provision applicability discussed, and treatment of Establishment issues by Officers. The Clinic serves as a learning place for Officers in the Department.
12 Advisory service was rendered to Lagos Polytechnics on CONTISS 15 migration;
13 Lagos Neighbourhood Safety Corps were advised on how to handle their Human Resource Portal, Designation and Recruitment Process in line with extant rules;
14 The Directorate also had a meeting with the management of Lagos Agricultural Development Authority and Lagos Agricultural Input Supply Authority on migration to the Oracle Payroll as well as request for bail-out from LASPEC;
15 Public Utility Monitoring and Assurance Unit (PUMAU) had a meeting and this Office was well represented;
16 The issue of advancement of LASUTH Resident Doctors was discussed and has been finalised.
17 During the period under review, the department Convoked the Centralized Personnel Management Board(CPMB) to consider 2,407 requests for Further Studies, the report has been written duly signed by the attendees and forwarded to the Civil Service Commission for ratification.
18 Letters of Admission of 131 Officers for Federal Training Centre (FTC) for 2017 session were received and necessary action for funding has been rekindled for HE’s approval.
19 A draft of the Learning and Development Policy of Lagos State was developed in conjuction with Public Service Staff Development Centre (PSSDC) and has been submitted to the Head of Service for further necessary action.
20 In January, 2018, a Service wide circular was issued to all MDAs on Structured Training Programme for year 2018, this is to enable them access their Training and Conference funds and some MDAs have been responding accordingly.
21 Received and appraised 350 proposals from Training Consultants for HE’s approval.
22 Attended 37 Personnel Management Board (PMB) meetings in various MDAs to consider request for further studies.

INDUSTRIAL RELATIONS DEPARTMENT

The Ministry of Establishments, Training and Pensions amongst other duties is saddled with the responsibility of maintaining industrial peace within the Public Service.

The Industrial Relations Department in Office of Establishments and Training’s main obligation is to support the Government and its work force in creating a safe, conflict-free and productive workplace by providing strategic and expert advice and counsel on industrial relations.

ACTIVITIES OF THE DEPARTMENT.

I.​May Day Celebration: This is also called Workers’ Day, it is celebrated on 1st May of every year. The Department co-ordinated the celebration of the day in collaboration with the Nigeria Labour Congress (NLC) and Trade Union Congress (TUC) who are the major stakeholders.

II. ​The Lagos State Joint Public Service Negotiating Council (JNC): This is a statutory meeting between the Government and the Unions in the State Public Service and holds twice in a year. The meeting provides a forum for interaction between the Government Officials and all the Industrial Unions operating in the State Public Service to address and decide for implementation, issues pertaining to the welfare of the staff as well as to promote industrial harmony in the service.

The seventeen (17) Unions in the State Public Service which formed the National Joint Negotiating Council (JNC) are:

i. Amalgamated Union of Public Corporations, Civil Service Technical and Recreational Services Employees (AUPCTRE).
ii. Agriculture and Allied Employees Union of Nigeria (AAEUN).
iii. Non – Academic Staff Union of Education (NASU).
iiii. Nigeria Civil Service Union (NCSU).
v. Nigeria Union of Teachers (NUT).
vi. Medical and Health Workers’ Union of Nigeria (M&HWUN).
vii. National Association of Nigeria Nurses and Midwives (NANNM).
viii. Association of Senior Civil Servants of Nigeria (ASCSN).
ix. Judiciary Staff Union of Nigeria (JUSUN).
x. Parliamentary Staff Association of Nigeria (PASSAN)
xi. Nigeria Union of Allied Health Professionals (NUAHP)
xii. Nigeria Union of Journalists (NUJ)
xiii. Nigeria Union of Public Service Reportorial, Secretarial, Data Processors and Allied Workers (NUPSRAW)

III.​There are three (3) Unions in each of the State tertiary institutions which formed Joint Action Committee (JAC). The essence of the Committee is to deliberate and take decision on matters that affect the welfare of members of these 3 unions. The Academic Staff Union is to unionize the academic staff, Senior Staff Union to unionize the senior staff in non-academic, while NASU unionizes the junior non-academic staff.

The three Unions that exist in each of the State-owned higher institutions are:-

IV.​The National Industrial Safety Council of Nigeria (NISCN): The Department represents the State at these tripartite meetings. The meeting consists of representatives of the Federal and State Governments, Nigeria Employers Consultative Association (NECA) and the Nigeria Labour Congress. The main objective of the National Industrial Safety Council of Nigeria is to promote Safety and Health in all industrial establishments. The Council creates awareness on prevention of industrial hazards and accidents by advancing actions on occupational safety, health, welfare and protection of the environment.

V.​The Department also attends the council meeting of the National Labour Advisory Council (NLAC) which comes up in the first quarter of the year with the Federal Ministry of Labour and Employment. NLAC was established by the Federal Government to provide for consultation and cooperation between the government and the organizations of workers and employees on matters relating to social and labour policies and international labour standards. The NLAC is expected to deal on matters such as:

(a) Establishments and functioning of the national bodies;
(b) Formulation and implementation of laws and regulations affecting the interest of workers and employers; and
(c) Consideration of matters concerning replies to the International Labour Organisation on ratification and implementation of labour standards.
VI.​The Department attends the Joint National Public Service Negotiating Council (NPSNC). The meeting gives forum of choice for co-development, consultation and information sharing between the government as employer and Public Service bargaining agents. On the Government side are the Permanent Secretary (Career Management Office) Office of Head of Service of the Federation as Chairman of the Council and Permanent Secretaries of State Ministry of Establishments, while that of the Public Service bargaining are Federal and State JNC Chairmen and Secretaries. The essence of the meeting is for the parties to work together to resolve problems and establish terms of employments that apply across the Public Service. The NPSNC is subdivided into three (3) Councils

Council I: this consists of the Federal and State Governments on one side while the only union in the Council I is the Association of Senior Civil Servants of Nigeria (ASCSN) whose members are drawn from grade level 07 – 17 at the Federal and States Civil Services.

Council II: ​this council consists of Federal and State Governments and on the union’s side are two unions namely, Nigerian Civil Service Union (NCSU) and Nigeria Union of Public Service Reportorial, Secretarial, Data Processors and Allied Workers (NUPSRAW). Employees covered by this council are drawn from the clerical, secretarial, executive and non-industrial cadres usually on grade levels 01-06.

Council III:​is made up of Federal and State Governments while the unions in Council III are:

• Amalgamated Union of Public Corporations, Civil Service Technical and Recreational Services Employees (AUPCTRE).
• National Union of Printing, Publishing and Paper Product Workers (NUPPROW)
• National Association of Nigerian Nurses and Midwives (NANNM)
• Medical and Health Workers’ Union of Nigeria (M&HWUN)
• Customs Excise and Immigration Staff Union

VI.​The Department facilitates the quarterly interactive sessions instituted by His Excellency to engage with the members of Lagos State Public Service Joint Negotiating Council (JNC) with the objective to bridge communication gap in order to forestall any face-off between the workforce and the State Government.

VII.​The Department pays regular visit to Union within the State Public Service. The Objective of the visitation is to create rapport and assist in building confidence of the union leaders in Officers responsible for industrial relations in the State with the aim objective of sustaining industrial peace in the State Public Service.

IX.​The Department organized retreats for the Union leaders with the objective of bringing them together to advance mutual understanding towards the attainment of industrial harmony and resolving grievances before it leads to conflict.
X.​In the same vein, the department facilitates sponsorship of the Union leaders to international workshops to broaden their experiences and acquaint them with new trends on labour matters.

XI.​The Department treats various correspondences that relate to Union matters.

ACHIEVEMENTS OF THE DEPARTMENT DURING THE PERIOD UNDER REVIEW

1. THE QUARTERLY INTERACTIVE SESSIONS WITH HIS EXCELLENCY, GOVERNOR AKINWUNMI AMBODE
So far, from the inception of the initiation of His Excellency’s Interactive Session with the leadership of the Unions in the Lagos State Public Service Joint Negotiating Council (JNC), His Excellency has held Twelve (12) Interactive Sessions with the leadership of the unions. Some of the issues that were successfully resolved include:

i. Replacement of promotion examination with structural trainings;
ii. Health Insurance scheme contribution Ratio of 25: 75 by the employees and Government respectively.
iii. Provision of 12 utility vehicles to 12 unions in JNC.
iiii. Annual Retreat for the union leaders.
v. First batch of international training for the union leaders.
vi. Allocation/conversion of part of the Public Service Plaza under construction as office space for JNC.

2. ORGANIZATION OF RETREAT FOR THE LEADERSHIP OF THE LAGOS STATE JOINT NEGOTIATING COUNCIL:
The Department successfully organized a retreat for the leadership of all the Unions under the Lagos State Public Service Joint Negotiating Council in the State Public Service in 2017 between 22nd and 23rd December, 2017 at Noforija, Epe.

3. ATTENDANCE AT THE NATIONAL PUBLIC SERVICE NEGOTIATING COUNCIL:
The Department represents the Office of Establishments and Training at the National Public Service Negotiating Council (Separate & Joint Councils) at Uyo, Akwa-Ibom State and Yenogoa, Bayelsa State respectively.

This annual meeting is a critical collective bargaining instrument employed by the Government and the Organized Labour Unions in the Public Service to exchange ideas on how best to address issues bordering on the welfare and conditions of service of Public Servants with the aim of increasing productivity and fostering industrial peace.

4. PROVISION OF VEHICLES TO THE UNIONS IN THE STATE:
As a follow-up of the promise of His Excellency to provide vehicles to the leadership of Unions in the State, the department through the Office of Head of Service aided the provision of twelve (12) High Roof Toyota Hiace vehicles to twelve (12) Unions out of the seventeen (17) Unions under the leadership of Lagos State Public Joint Negotiation Council (JNC). However, provision has been made in the year 2018 annual budget for the purchase of the remaining five (5) vehicles.

5. INTERNATIONAL TRAINING FOR THE UNION LEADERS:
His Excellency graciously gave approval to some Union Leadership of Joint Negotiating Council and Officials of the Ministry to attend an International Training in December, 2017.

6. HEALTH INSURANCE SCHEME:
His Excellency has graciously approved the request of Joint Negotiating Council (JNC) on the contributory ratio of 25: 75 as against 40:60 earlier proposed by the Government. With this approval, the workers will contribute 25% towards the scheme while 75% will be borne by the State Government.

LAGOS STATE PENSION COMMISSION

Activity Report in the last One year (May 2017 – March 2018)

The Lagos State Pension Commission (LASPEC) according to section 23 of the Lagos State Pension Reform Law of 19th March, 2007 is to regulate, supervise and ensure the effective administration of pension matters in the Lagos State Public Service. The Law, which is fashioned after the Federal Law (PRA, 2004 now amended), came into effect in April of the same year and the legal and regulatory framework for the operations of the Contributory Pension Scheme (CPS) in the Lagos State Public Service.
The activity of the Commission by virtue of The Law includes ensuring:

1. That Accrued pension rights are remitted into the Retirement Savings Accounts of retirees to enable them commence receipt of regular pension and lump sum. Accrued Pension Rights are the obligations of the State to the employees under the discontinued Pay As You Go pension scheme. In essence, only employees in service as at the discontinuance date of 31st March, 2007 are entitled to the benefit.
2. Contributions are remitted regularly and promptly into the Retirement Savings Account of employees.
3. Pension Fund Administrators approved by the State render qualitative service to customers.
4. Annuity Service providers discharge their obligations to retired staff
5. There is compliance with Pension provisions by MDAs in the whole of Lagos State Public Service
6. Staff are updated on issues as it relates to the Contributory Pension Scheme.
7. Data on retirees in the State Public Service are available.
8. Staff are adequately trained on Pre-retirement documentation process and management of life out of office.

Achievements in the last one year:
(A): Pension Deduction & Remittance into RSA in the last one year

There have been regular deductions of 7.5% of monthly basic salary, rent and housing allowances from the salaries of staff and corresponding 7.5% by the State Government into the Retirement Savings Accounts maintained by them with their appointed PFAs. This has been achieved due to automation of the Payroll which automatically ensures deductions/remittances of pension contributions. From May, 2017 to date – contributions by employee and that of the employer credited into Retirement Savings Accounts was N9,562,897,973.60. The Oracle application is regularly upgraded as indicated, for example, in the recent addition of the Additional Voluntary Contribution deduction field on the Oracle application.

(B): Continued Significant Reduction in Outstanding Backlog of Terminal Entitlements of Retired Public Servants.

The terminal entitlements of retirees paid by the Lagos State Government through LASPEC into the RSA of 2,466 Public retirees within the last one year, i.e. May 2017 to March 2018 was fN9,296,710,235bn billion.

From August, 2015 to date, the sum of N35.92 billion had been paid into the RSA of 8,731 retirees/ deceased/withdrawn staff.

(C): Consistency in Payment of Pension:

This Administration commenced and has been able to maintain the trend of paying terminal entitlements of retired employees monthly since it started in August, 2015.

(D): Payment of Death Benefit:

During the period under review, 80 beneficiaries of deceased employees had been paid the total sum of N220,700,741.76 million. The State Government in the last 31 months has through the Commission paid to 130 named beneficiaries, Insurance benefit worth the sum of N392,045,091.95 million. The insured death is by Law to be paid to named beneficiaries to alleviate the immediate needs of the family members of a deceased person. The Estate of a deceased staff is also entitled to receive the balance in the Retirement Savings Account and accrued rights due, if the employee had joined service before the commencement of the Contributory Pension Scheme (CPS).

(E): Education & Information Dissemination

i: Retirement Benefit Documentation Seminar:

LASPEC had organised the 12th & 13thRetirement Benefit Documentation Seminar in collaboration with the State’s approved Pension Fund Administrators and Annuity Service Providers for workers who would retire from the Service between July to December, 2017 and January to June, 2018 respectively. The main objective of the Seminar is to educate prospective retirees on steps they need to take to facilitate the quick processing of their terminal entitlements.

ii: A One-Day Seminar:

Also, Update on the Contributory Pension Scheme was organised in collaboration with National Pension Commission (PENCOM). The objective of the Seminar was to update the participants on some innovations in the Industry, such as the Multi-Fund Structure, Enhanced Pension & Harmonization of Pension Benefits under the CPS and deliberate on Compliance Challenges by Agencies and Way forward.

(F): Introduction of Additional Pension Fund Administrators and Annuity Service Provider:

Three PFAs were added in the last one year: Sigma Pensions Limited, FUG Pension Limited and Legacy Pension Managers. The Annuity Service Provider is the Custodian Life Assurance Limited. The total number of PFAs is now 13, while Annuity Service Providers are6.

(G): Continuous sensitization of retirees on the activity of scammers:

The Commission has not stopped the sensitization of retirees on the activities of Pension fraudsters. Despite the fact that one or two cases of these fraudulent activities are reported, this menace has reduced drastically.

(H): Innovation introduced in the year

Automation of Pension Process – Automation of salary progression in order to improve on accrued right valuation turnaround time and error elimination in the final calculated figure of retiree benefits.

CIVIL SERVICE PENSIONS OFFICE

1. INTRODUCTION

The primary responsibility of the Civil Service Pensions Office is to manage the terminal benefits (gratuity and pension) of staff members who retired under the old pension scheme popularly known as “Pay As You Go”.

2. MINISTERIAL MANDATE

The Core responsibilities of the Civil Service Pensions Office, (CSPO) include, but not limited to:
➢ Formulating and evaluating policies relating to Pensions Service.

➢ Processing the terminal benefits of Staff who exit the system by way of statutory or voluntary retirement on the “pay as you go” Scheme.
➢ Processing payments of pensions and gratuities for pensioners under the old scheme.
➢ Maintaining comprehensive and up-to-date personnel records for Pensioners on the “pay as you go” scheme.
➢ Co-ordinating Civil Service Pension Schemes/Funds.
➢ Conducting Verification Exercise for Pensioners on the “pay as you go” Scheme.
➢ Offering Pension Consultancy to other Government Agencies.
➢ Monitoring the reimbursement of claims from Federal Government for Lagos State Civil Service Pensioners with federal share under the “pay as you go” scheme in conjunction with the Office of the Head of Service.
➢ Sustaining the relationship with Lagos State Pensions Commission.
➢ Sustaining the relationship with Lagos State Residents’ Registration Agency, LASRRA.
➢ Organising Pre-retirement capacity building workshops for retiring Officers.
➢ Appreciating Pensioners at an elaborate Pensioners/Elders Day Celebrations in the fourth quarter of every year i.e., between September and December.

3. ​ACHIEVEMENTS BETWEEN MAY, 2017 AND MARCH, 2018
The Civil Service Pensions Office (CSPO) is saddled with the responsibility of ensuring that Pensioners of Lagos State on the “Pay as you Go” Scheme are paid their entitlements as and when due.

➢ Presently Pensioners’ Population in the Main Stream stands at 8,541 (Eight thousand, five hundred and forty-one) as at March, 2018.

➢ The office participated in the Verification Exercise (“I am Alive”) for Federal Public Service Pensioners in Lagos State carried out by Pension Transitional Arrangement Department, (PTAD). The involvement of the Civil Service Pensions Office was to facilitate and ensure that Lagos State Pensioners with Federal Shares were paid their backlog of gratuities and pensions.
4. ON-GOING PROJECTS & TARGETS BEFORE THE END OF THE YEAR

The CSPO undertakes the following programmes on a quarterly basis:
1st & 2nd Quarters
Verification Exercise (“I am Alive”) for all Pensioners.
This includes Home Verification Exercise for the physically/medically incapacitated pensioners. The exercise will enable the Office to update its data of pensioners who are still alive.
3rd Quarter
– Distribution of Welfare Packages to Pensioners aged 70 years and above. About 8,000 Pensioners shall benefit from this humane gesture of the State Government.
– Pre-Retirement Training Workshop for prospective retirees in Year 2018 to prepare them for post-service life., i.e. life in retirement which includes entrepreneurship training, how to access their Retirement Savings Accounts and the process of disengagement from the service.

4th Quarter
– PENSIONERS/ELDERS’ DAY CELEBRATION
– This event provides an opportunity for the State Government to interact closely and to cater for the well-being of the Senior Citizens who had spent their youth in the service of the State. The programme is usually slated for the third week of December.

PUBLIC SERVICE STAFF DEVELOPMENT CENTRE, (PSSDC) MAGODO

1.0 INTRODUCTION:
Public Service Staff Development Centre, (PSSDC) Magodo is the specialised capacity building/development institution of Lagos State Government envisioned “To be the leading Public Service capacity building institution in Africa with a world-class reputation”. The Centre’s Mission is “To provide human capacity solutions through learning and development initiatives to public service stakeholders using technology-driven resources”.
In line with this mandate and with tremendous support of the State Government, the Centre continued to impact the Public Service positively through the design and implementation of value-adding Learning and Development programmes in the last one year i.e. April, 2017 to March, 2018.
This report details the activities and achievements of the Lagos State Public Service Staff Development Centre (PSSDC) Magodo in the last One Year: April, 2017 to March, 2018.
2.0​DIRECTOR-GENERAL’S OFFICE
The Office of the Director-General discharged its strategic leadership and led the day-to-day administration of the Centre during the period under review. Among others, the Office of the Director-General:
• provided overall leadership and strategic direction to the Centre by ensuring achievement of mandate and Strategic Institutional Objectives (SIOs);
• sustained the transformation programme aimed at ensuring development of the Centre into a self-sustaining organization, and meeting the capacity building needs of Lagos State;
• ensured the alignment of PSSDC’s vision and mission with that of Lagos State and their translation into resource and delivery plans throughout the organization;
• extensively engaged with internal and external stakeholders to promote the Centre; and
• explored strategic partnerships with local and international best of breed partners, in the design and implementation of value-adding capacity building solutions.

In furtherance of the key responsibilities above, the following activities were also carried out by the Director-General’s Office during the period under review:
(i) Stakeholder/Client Engagements
The Office of the Director-General led the Centre’s clients and stakeholders engagement activities which led to the various achievements of the Centre at all its Strategic Business Units. It is also instructive to note that the stakeholders’ engagement of the Centre continued to open various opportunities and business links for the Centre particularly through the use of facilities for intellectual events.
(ii) Internal Communication
In the understanding that collective commitment, joint decision making and focus are critical to the achievement of the Centre’s vision and mandate, the Director-General led staff at management and other staff fora during the period under review.

Decisions at these Management meetings were cascaded down to the entire staff of the Centre through Directorates and Unit meetings and also through several other internal communication tools like the PSSDC Newsflash, internal memoranda, bulk SMS messaging and staff fora. These have helped to create and sustain understanding between management and staff.
2.1​Corporate Communications Unit
The Corporate Communications Unit under the Director-General’s office provided strategic communications support for the Centre’s programmes, anchored by the Directorates of Programmes and Technical Services. The Unit drafted and edited speeches for all programmes including Consultancy Services programmes with the aim of ensuring that they conformed to best practices and projected the image of the Centre positively.
Internal Communications
The Unit promoted management-staff understanding through timely and regular dissemination of information through the Centre’s official channels – bulk messaging, internal memorandum, the internet, the Centre’s website and the weekly PSSDC NEWSFLASH.
External Communications
The Unit also managed the Centre’s Facebook page during the period under review, updating the site to provide current information and archive materials on the Centre for the public at large. The Facebook site has enhanced the PSSDC brand with attendant improved recognition of the Centre and engagement by critical stakeholders.
2.2​Business Support Unit
During the period under review, the Unit was responsible for inviting participants for training; registering participants; preparing training rooms and training facilities; providing training materials; and arranging tea/coffee, snacks and lunch for participants.
Additionally, the Unit also coordinated the use of Centre’s training facilities by clients during the period under review. These facilities were made available to State Ministries, Departments and Agencies (MDAs), the Law Enforcement Institute and private organizations.

2.3​Internal Control Unit
During the period under review, the Internal Control Unit ensured that vouchers prepared and other financial transactions of the Centre complied with financial regulations and standards.
2.4 Core-Establishment Agencies Meeting
​The Ag. Director-General led a team comprising Director (MCS) and Deputy Director (CS) to series of meetings of the Core-Establishment at the Civil Service Commission in July, 2017 where a “Training Feedback” instrument was designed for the purpose of collecting feedback from candidates who participated in the Structured Training Programme for the Year 2017 Promotion Exercise among other issues considered.
2.5​Drafting of MOU for Partnership between PSSDC and ACGPN
​As part of efforts to establish collaboration in Learning, Capacity Building and Management Development programmes with the Association of Corporate Governance Professionals of Nigeria (ACGPN), an MOU was drafted and is being reviewed before endorsement by appropriate authorities.
3.0​LEARNING AND DEVELOPMENT /PROGRAMMES
3.1​The Learning and Development activities of the Centre were anchored by the Directorates of Programmes and Technical Services respectively. The Directorate of Programmes ensured the delivery of highly impactful programmes while the Directorate of Technical Services took charge of quality control and content management.

​Other consulting assignments carried out during the period were:
– the conduct of written test for LSDPC staff that were eligible for conversion. 29 candidates sat for the test conducted on Thursday June 8, 2017.
– the conduct of Aptitude Test for 20 LSDPC job applicants on Thursday June 8, 2017.
– conduct of written Aptitude Test for 65 applicants on behalf of the Lagos State Audit Service Commission on Monday 21st August, 2017. The result and report of the exercise was submitted to the client on Thursday 25th August, 2017.
4.2​Expression of Interest for Consultancy Services
​The Centre through the Directorate submitted an Expression of Interest for a Consultancy Training assignment advertised by the Anambra State Government Education Programme Investment Project (ANSEPIP).
​Expression of interest was also submitted for another consultancy assignment for Training/Workshop and Impact Assessment of Projects/Programmes advertised by the Office of the Special Assistant to the President on Sustainable Development Goals (OSSAP – SDGs).
4.3​Recruitment/Aptitude Tests for Job Applicants
​The Centre conducted a written Aptitude Test for 65 applicants on behalf of the Lagos State Audit Service Commission on Monday 21st August, 2017. The result and report of the exercise was submitted to the client on Thursday 25th August, 2017.
LOCAL GOVERNMENT DEPARTMENT
4.1​Year 2017 Certificate Course in Local Government Administration
​The Qualifying Examination into the Year 2017 Certificate Course in Local Government Administration (9 Months Duration) held on February 16, 2017. Ninety (90) candidates sat for the examination while eighty-seven (87) candidates were offered provisional admission. Of the 87 offered admission, 85 reported for the 2017 Academic Session which commenced on Monday, April 24, 2017.
As part of activities for the conduct of Year 2017 Certificate Course in Local Government Administration, participants attended the Citizenship and Leadership Training programme at The Sea School, Apapa from Monday 10th to Friday 14th July, 2017. The first semester examination held from Monday 7th to Friday 11th August, 2017. Candidates were assessed in 9 courses namely: English Language, Mathematics, Literature in English, Principles of Economics, Local Government Accounts, Introduction to Management, Introduction to Local Government Administration, General Studies and Introduction to Computer Studies. 84 (Eighty-four) candidates sat for the examination while a candidate was unable to sit on health ground. The four-week Industrial Attachment Programme also ran from August 14 to September 8, 2017. Participants resumed for the second semester on Monday, September 11, 2017.
​The End-of-Course Result for the Year 2017 Certificate Course in Local Government Administration was approved by the Academic Board during the month of March 2018. Admission letters were also issued to the seventy-nine (79) candidates provisionally admitted for the Year 2018 Academic Session.
There was also a special Induction Course for Thirty-seven (37) Management staff of the Local Government Staff deployed to the State Civil Service. The Induction programme ended on 18th April, 2017.
4.2​Collaboration with Lagos State University (LASU) for a Diploma Programme in Local Government Administration and Development Studies
​A Memorandum of Understanding (MOU) on a 2-Year Diploma Programme in Local Government and Development Studies was signed with the Lagos State University (LASU) on March 13, 2017. A tripartite stakeholder engagement meeting involving PSSDC, LASU and Local Government Service Commission to ensure effective take-off also held on June 14, 2017 at the Commission’s Chamber at the Old Secretariat, GRA, Ikeja. The admission process for the commencement of the Diploma Programme in Local Government and Development Studies which began with the sale of forms continued during the month. Deadline for the sale of forms was February 28, 2018. The shortlisting of eligible candidates for the Course has also commenced. The Qualifying Examination for the first set of applicants held on Saturday February 17, 2018 at the Computer Centre of the Lagos State University. The list of the first batch of successful candidates was released on Friday, February 23, 2018 with candidates required to commence payment of acceptance fee and registration immediately. Lectures which are designed to run on weekends (Friday to Sunday) within LASU for the first semester are scheduled to begin from March 2, 2018. Lectures designed to run on weekends (Friday to Sunday) within LASU for the first semester have commenced from March 2, 2018 for the first run of the 2-Year Diploma Programme in conjunction with the Lagos State University. As at the end of the month, a total of one hundred and fifty-four (154) candidates have been offered admission.

4.3​Induction Programme for Newly Recruited Officers into the Unified Local Government ​System:
A total of One Thousand, Five Hundred (1,500) Officers newly recruited into the Unified Local Government System participated in a 3-day Induction Programme which held from Wednesday 4th to Friday 6th April, 2018.

5.0 PLANNING AND RESEARCH
The Directorate is responsible for Corporate Planning, Journal Publication, Library Services, Research and Statistics. The Directorate also handles Monitoring and Evaluation, Impact Assessment, and the Centre’s report of activities preparation.
5.1​Periodic Reports of Activities and Achievements
​The Directorate successfully collated periodic Reports of Activities and Achievements from the Directorates, Departments and Units of the Centre during the period under review.
5.2​“Book of Readings” Publication
In a bid to continue in the practice of contributing to knowledge and deepening understanding of the good practices in the Public Service, there was publication and presentation of a “Book of Readings”, the very first of its kind by PSSDC on May 3, 2017. Dignitaries at the occasion included the Chairman of the House Committee on Establishments, Training, Pensions and Public Service, Honourable Adedayo O. Famakinwa.

5.3 Academic Journal (PUBSAM Series)

The Directorate continued with the process of receiving entries for the publishing of the third edition of PUBSAM Series Journal through a call for papers. Three papers had so far been received from both external and internal article writers for June/July, 2018 Publication.

5.4​Post-Training Impact Assessment for Years 2015, 2016 AND 2017
​Preliminary works for the conduct of Post-Training Impact Assessment for courses run during Years 2015, 2016 and 2017 are being concluded. The proposal to secure approval for the conduct is to be submitted in due course.

5.6​Library Matters
​The Library provided services for external users including participants and internal users. New titles/books were procured to improve resources available to Library users during the period under review. A total of sixty-three (63) new and existing readers registered to use the library between January and December, 2017 while another twelve (12) have registered from January – March, 2018. The Library also provided Daily Newspapers for her users during the period under review.

6.0 ADMINISTRATION AND HUMAN RESOURCE
The Directorate is responsible for all human resource functions, general administration, facilities management and the running of the staff clinic.
6.1​Staffing
​The Directorate managed the career of the Centre’s Eighty-one (81) staff whose distribution is as follows:

​A total of 29 members of staff were promoted from one level to the other during the year. Two members of staff (Mr. V. E. Idiake – Chief Instructor and Mrs. K. R. Jiboye (Director, Programmes) statutorily retired from the service of the Centre with effect from November 21, 2017 and March 18, 2018 respectively while another staff (Mr. R. G. Ocheke – Motor Driver/Mechanic) voluntarily resigned. The Centre also lost 1 member of staff (Mr. O. T. Odesanya – Director, Training) towards the end of the year 2017.
6.2​General Administration/Facility Management
​The activities of the following contractors that provided essential services to the Centre were effectively monitored during the year:
​* Happy Habitat Cleaning Services for the cleaning of the Centre’s office buildings and surroundings with 11 personnel in addition to a supervisor.
​* Lead Horticultural Services for the maintenance of the Centre’s landscape with 5 gardeners in addition to a supervisor.
​* ASO Enterprises Nigeria Limited for security coverage of the Centre. The company provided 7 operatives and a supervisor.
6.3​Medical/Clinical Services
​The Centre Clinic offered treatment to members of staff, their spouses, children and participants attending courses in the Centre. They were all attended to free of charge in accordance with the State Government Policy on free health service delivery. A special preventive health medical check-up was carried out for the benefit of all members of staff from March 1 to 3, 2017. Tests conducted included blood pressure, blood sugar, body weight and body mass index measurement.
​Routine blood pressure checks were also being carried out on all participants attending courses in the Centre. This has always yielded positive results as some have been detected to have high blood pressure without them knowing. Such have been given necessary advice and referred to appropriate quarters for further attention.
6.4​Staff Recognition & Awards from April 2017 to March, 2018
(a) The Centre came first as the Agency with Excellent Monitoring and Evaluation Qualities in the State for the year 2017. This was awarded by the Office of Transformation, Creativity and Innovation who conducted an assessment on Service Charter Compliance among Agencies in the State. The Award was conveyed on the 21st of March, 2018.
(b) The Director-General, PSSDC, Mr. S. O. Ajose-Harrison during the period under review bagged an Honoris Causa Doctorate Degree in Business Administration from Common Wealth University, United Kingdom. The award was conferred on the 28th February, 2018 at Cotonou, Republic of Benin.
He was also awarded fellowship of the Nigerian Institute of Management Consultants (FIMC) on the 28th March, 2018 in Lagos, Nigeria.
(c) In addition, as part of activities for the celebration of Year 2017 Public Service Week, two (2) officers from the Centre received Recognition Awards for outstanding performance on 7th July, 2017. The officers are Mrs. R. O. Odutade (Principal Secretarial Officer II) and Mr. Paul Ogundele, (Motor Driver/Mechanic).
(d) It would be noted that the Centre received awards in two categories, in the year 2016 Service Charter assessment: (i) Excellent Monitoring and Evaluation Qualities (ii) Operational Excellence in Service Delivery. The Awards presentation ceremony took place in March, 2017 at the Adeyemi Bero Hall.
10.0 ​CHANGE OF BATON IN 2017

The year 2017 is very significant for the Centre. It witnessed the major change of baton from Mrs. R. Olubunmi Fabanwo, who led the Centre for two terms of 4 years each from 2009 – 2017, to Mr. Senukon Ajose-Harrison who prior to his appointment as Acting DG was the Director of Planning & Research Directorate in the Centre. Mr. Senukon Ajose-Harrison was appointed by His Excellency, Gov. Akinwunmi Ambode with effect from May 11, 2017. The appointment of Mr. Senukon Ajose-Harrison was subsequently confirmed by His Excellency, Governor Akinwumi Ambode in November, 2017.

There is no doubt that with the change of baton, the Centre will continue with its tradition of excellence in delivering quality learning and development interventions for the benefit of the State Public Service.

The Centre is always appreciative of the release of funds through the HC, MET&P, to run all training programmes designed for Public Service Officers of the State.

CONCLUSION

There is no doubt whatsoever that the officers of the Ministry of Establishments, Training and Pensions have laboured and toiled to achieve exceptional feats in the first three years of this administration. I can assure you that we are committed to doing even more. This is because we appreciate that well-motivated and well-trained officers of the public service are best suited to conceive of workable government policies and to implement policies in ways that will translate into tangible benefits and dividends for the good people of Lagos State.

As a matter of fact, in a dynamic age of constant changes, it is widely agreed that institutions must have clearly-defined missions that are relevant to the needs and aspirations of its stakeholders. Following this, the human capital at the helm of management in these institutions must have the courage to envision a future that realizes the attainment of the defined mission of the institutions. In order to actualize the vision, however, managers must be trained to possess both the hard and soft skills that are fundamental for success. This is where this Ministerial Press Briefing becomes relevant.

Above all, I am therefore delighted that the Ministry can report substantial results in the year under review. As has been evidenced in the reports just read, each of the departments and parastatals under this ministry has cogently fulfilled its mandate and has fully aligned with the core objectives of the Governor Akinwunmi Ambode-led administration.

More importantly, my greatest delight is that the good people of Lagos State are the ultimate beneficiaries of the efforts of the Ministry of Establishments, Training and Pensions. This is because a motivated and well-trained civil service will better deliver value to, and better serve the interests of, the citizens of our dear Lagos State.
