The 45-year-old, who acted as interim chief investment officer at the council, appeared at Westminster Magistrates’ Court with his wife Tania, 46, who is charged with assisting in the transfer of cash.
The council said he transferred £1,012,272.04 of the cash to overseas bank accounts.
The pension fund was reported to be worth more than £500m in 2009 and £630m in 2010.
Emily Maunders, prosecuting, said: ‘This is an allegation that between 2009 and 2012 Mr Woodall stole over £1m from a pension fund.
‘It is alleged he transferred the funds into his and his wife’s bank account, which he used to convert the criminal funds.
‘There is a clear nexus between the defendant and his wife in this case.’
Woodall, who lives in Dorking, Surrey, is charged with fraud by abuse of position, theft by employee and concealing criminal property.
Tania Woodall, of the same address, is charged with one count of helping in the transferral of an unknown amount of the cash.
