Crafty insurers deny motorists ECOWAS Brown Card Certificate

Despite receiving premium on ECOWAS Brown Card, which is now infused in the motor third party policy, some crafty insurance companies are leveraging ignorance on motorists to deny them certificates.

The National Insurance Commission (NAICOM) had said the new motor insurance premium rate of N15,000 extends to ECOWAS Brown Card, which provides cover for motorists traveling within the Economic Community of West African State (ECOWAS) subregion.

An insurer told Inspenonline, how most insurance companies are only granting to motorists that demand for the certificate, while those who didn’t make a request are denied.

According to the insurer, the normal practice should be for insurance companies to either include the extension of the cover in the policy document or attached the certificate to motor third party document.

Secretary General, ECOWAS Brown Card, Nigerian National Bureau, Mrs. Henrietta Anyanna, in a report to the Nigerian Insurers Association (NIA), said with the implementation of the supplementary Act No ASA.3/6/16 by the regulator, the Bureau observed that some insurance companies do not buy nor issue ECOWAS Brown Card Certificates.

She noted that consequently, the policyholders are compelled to obtain certificate of motor insurance from licence office without the Brown Card Certificate, adding that when the policyholders need to travel, obtaining the certificate becomes a challenge.

On how to curb the menace, she said the implementation of automatic issuance of ECOWAS Brown Card would reposition the Bureau for effective service delivery, drive economic growth and deepen insurance penetration as well as enhance the capacity for sustainable inclusive insurance in the interest of all stakeholders.
